
Field Reports
The Jahalin communities suffer from near-daily harassment and threats aimed at driving them out of the area where they have lived for decades.
The incidents include the expulsion of shepherds from their traditional grazing areas — including public lands where they are legally permitted to graze — as well as additional methods of disrupting daily life: threats, stone-throwing, blinding the windows of shacks at night with powerful lights, entering the communities, spraying “Revenge” graffiti on Bedouin shacks, damaging solar panels used for electricity, noise disturbances with loudspeakers, and even theft of herds, hay, and water.
These actions are carried out by youths from nearby outposts and by armed patrols deployed to the area.
The list below is extremely partial and presents only a small number of incidents as reported in real time by the Bedouin communities and, in some cases, by our volunteers who rushed to protect them, as well as through photos and videos.

Three shepherds from Amiad Farm brought their flock into the community's grounds with an armed rancher watching from outside on an ATV. They roamed the yards, fed the flock with community food, glared menacingly at people and the windows of the huts, and behaved in a lordly manner.

A young man from the farm next to the community arrived on the community grounds in the evening, shouting and threatening loudly, without any prior incident.

Early this morning, a young man from a nearby farm was filmed cutting the pipes that carry water to communities in several places, in what has become a routine ritual that repeats itself once every two days.

Two complaints have been filed with the police, but there has been no investigation and no arrests. The Bedouins are repairing the damage every day at their own expense in order to restore water supply to the communities.

The water pipes that supply water to the small communities have been cut again in several places, which has become a routine of harassment that occurs once or twice a day. This always happens around the time young men from the nearby farm pass by the pipe (they go there with the herds twice a day), and once a hill boy was seen damaging the pipe and was filmed running away. The expense of dozens of repairmen per month is significant for the poor communities, in addition to the frustration and anger that it causes. There is no water in the communities for several hours a day until they go to repair it, an operation that takes time and effort. A lot of water spills onto the ground until the cut is detected again and someone is free to walk along the long pipe to locate the damage.

The pipeline was repaired again in the places where it was cut, a second complaint was filed with the police, and a report was made to the army and the Civil Administration with a repeated request to deal with the young farm boys who were sabotaging the infrastructure and/or to bury the pipeline in the ground (a request that was previously refused by the army and the Civil Administration).

Shepherds from the Hatrura community went out to a pasture located south of their settlement where they have been grazing their flocks for decades. The area is open in the desert, on public land, and is not close to any settlement or Jewish outpost. People from the adjacent farm arrived on an ATV, blocked their path with threats, prevented passage, and called in the army.
Outcome
Volunteers in the presence of a guard arrived at the scene and separated the Bedouins from the hilltop youth. The soldiers who arrived "clasped" the hilltop youth and drove the shepherds away in harsh language, telling them that the area was forbidden for Bedouin grazing (only Jews), even though there was no such law or order. After we got the senior commanders involved, an officer arrived at the scene and admitted that there was no prohibition on grazing in the area in question. However, the Bedouins were forced to return the goats to the pen on an empty stomach.

Several young men from the nearby farm entered the community with the herd. They fed the sheep on the vegetation in the hut yards, and even entered one house. They cursed and spoke racist words.

Seven calls were made to the police at the same time. The calls were not answered. Despite a promise that a police car would be sent, it did not arrive.
Result: The young men left alone after more than two hours.

. A Bedouin shepherd boy from the community was attacked by two young adults, who were filmed walking away from the area of the attack. The rioters also injured two sheep.
The boy is suffering from fractures and was referred for further treatment from the Jericho Medical Center to Moksad Hospital in Jerusalem for specialist treatment

A boy from the nearby outpost was seen cutting the water pipe that supplies the community with a knife.
The community member who watched him refrained from intervening because in his experience, in all conflicts, it is the Bedouins who are ultimately arrested. The boy was photographed after the fact.

Three Bedouin boys from the community went for a walk on a hill near the community, a few hundred meters away. One of the adult farm workers aggressively chased them away while taking pictures and shouting "Why did you throw stones?" and called the army, who arrested all three of them (handcuffed, covered their eyes with flannel, and confiscated their cell phones).
According to their testimony, the boys did not throw stones. It should be noted that they are already afraid of the armed farm workers who terrorize them, and it is indeed unlikely that such an incident occurred - especially since there was no documentation or proof. On the other hand, violent expulsion is a common phenomenon when community residents try to move away from their huts, and the farm workers violently prevent them from doing so.

An attempt was made to speak with military representatives and ask them to make arrests only in cases where there is documentation or proof of stone throwing.

Another incident that has become a daily routine: Shepherds from the "R'eiim Farm" above Khan al-Ahmar led their sheep to the community's territory. When there is hay from the Bedouins themselves, they feed the sheep from the farm with it – and when there is none, the farm people bring their own sack of hay so that the sheep can eat in the community's territory.
When the Bedouins ask them to feed the sheep in their pen, they reply that "the whole territory is ours, including your houses, and we will soon expel you."

The incidents were documented repeatedly and reported to the police. The police response is that there is no legal way to prevent the farm workers from roaming the public area of the Bedouin community (this is despite the Bedouin demanding that they not even approach the farm area, and all desert areas are closed to their grazing).

Boys from a nearby farm cut the pipe that supplies water to three Bedouin communities in ten different places. The repair took a long time, during which the communities were left without water supply.

At 4:00 AM, a backhoe arrived from the nearby farm with a security vehicle and demolished four residential shacks at the edge of the community, whose homes were at the time outside their home in a pasture.
Outcome
The buildings were demolished, the police and the army were reported. In coordination with the Civil Administration and the DCO and after raising funds for building materials by Friends of the Jahalin, the Bedouins rebuilt the houses. Nearby communities held a fundraiser to buy mattresses, kitchen utensils, and blankets for families left destitute.

Two boys from the farm armed with clubs and knives entered the Bedouin community area and confronted four adult Bedouins sitting in a tent. They threatened, cursed, and used violent and vulgar language while approaching within inches of the Bedouins. The Bedouins did not react, but instead filmed the incident.
Outcome
The videos were passed on to the army and the police, who promised to come to the farm and treat the boys whose faces are clearly visible in the footage. No report was received that this happened or that anything was done to the boys.

At 05:00, about 150 Border Police officers who arrived in three buses raided the community's barracks. They collected phones and IDs, and conducted a search of the barracks that included breaking cabinets, scattering their contents, tearing open food and fodder bags, and spilling yogurt jars. Two residents did not have their IDs returned, and cash (about 3,000 NIS) was stolen from one. Nothing was found in the raid, and no one was arrested.
After the fact, and in response to a press request, a police spokesman said that the forces conducted searches following shooting incidents in the area. However, the Jahalin volunteers who live in the area are only aware of one and only one shooting incident in the past year in the area, which was also documented: a Jewish resident of one of the farms near Highway 437 fired at Bedouins who were far away and unarmed.

A shepherd from the adjacent farm leads his flock to eat the hay that the Bedouins bought with their own money for their flocks, which are blocked by the farm workers from going out to pasture.

On Friday evening, two boys entered the community area, danced and screamed songs for a long time, with the aim of harassing and intimidating. In another incident that day, a main water pipe to the community was cut.

Two young men from a nearby farm passed by the community houses with their herd. According to the testimonies, they harassed a 12-year-old boy, and when he ran away, they chased him into the community.
Later, they called the Mitzpe Jericho security department and claimed that they had been attacked by the Bedouins. They did not present any documentation or proof of this. The Bedouin videos, however, indicate otherwise.
Outcome
The soldiers of the Hagamr and the security department, and later soldiers, arrested all members of the community aged ten and over – 12 residents – without any specific suspicion of any of them, stripped them down to their underwear and confiscated their phones. After about two hours, two children were released, while the adults were transported, naked and bound, in a tourist truck from one of the farms to the base near Jericho. Beatings and cursing were also reported.
After two hours at the base near Jericho and reviewing the videos, while still naked, bound and blindfolded, the Bedouins were released in the dead of night outside the base.
None of the attackers were arrested or interrogated.

An event that lasted many months

The constant harassment and attacks have taken their toll on the small Ta'al community that has lived for decades west of Mitzpe Jericho and whose homes are protected from demolition by a Getz order. Damage to the water pipes, the prevention of grazing, repeated invasion of their living area, the throwing of stones, blinding and harassment at night have caused a feeling of anxiety and lack of protection. The community has no happy place to move to, but uncertainty about the unknown is better for them than a life of constant fear.

Boys from the nearby outpost cut a water pipe in three places, entered the community camp, pushed the father of the family to the floor, and threw a shower of stones. A fight broke out. Abu Tael called the police. The attacking boys who invaded the camp area claimed to have been attacked, and "identified" two of the Bedouins, claiming that they had thrown stones at them.
Outcome
The police arrested the two Bedouins, one was released that evening and the other the next day - without charge.
None of the attackers were arrested.

Sabotage occurred in several places along the community's water pipeline. In one place, a T-connector with water from a Bedouin pipe was inserted into one of the new Jewish outposts.
Outcome
In light of the repeated damage to the pipeline, the friends of Jahalin approached the army and asked for permission to bury the water pipeline in the ground.
The request was denied. The community members replaced the pipe but were afraid to dismantle the water theft connector. The Civil Administration said it would send a team to examine and dismantle it. No one came.

Patrols from Mitzpe Jericho entered the community's housing area at night with security vehicles. They explained to the volunteers of Friends of the Jahalin that "we came to show sovereignty and governance." The women of the community reported that they were blinded and threatened. There was also a complaint about a child being beaten.

The incident was reported to the police and the army in real time by volunteers from the Good Neighbor Forum from Kfar Adumim.

Due to the closure of the usual grazing areas, residents of a hut in the tribal area took their sheep to a distant pasture. Young men from a nearby outpost came to the hut and demanded that it be demolished, claiming that it was empty.

Volunteers from the Friends of Jahalin group arrived at the scene and managed to prevent the demolition. Friends of Jahalin contacted the Civil Administration and received confirmation that there was no connection between continuous residence in the building and the demolition order.

Due to the closure of the usual grazing areas, the community brought a truck with hay. The community members unloaded the hay before the water crossing in an open public area, with the intention of collecting it with a pickup truck that could cross the crossing. Security personnel from Mitzpe Jericho stopped them, claiming that they were not allowed to unload anything in the area.

After our intervention and contacting the security forces in the area, they released them and the hay.

ATVs drove back and forth through the community's yards and barracks day and night, deliberately damaging the water pipes. Following a request from community residents to refrain from doing so, armed youths descended from the outpost and threatened its members. According to one witness, the threats included exposing a genital and urinating in the direction of the Bedouins.

At the request of the friends of the Jahalin, the police and the civil administration intervened. The situation improved, but the phenomenon did not stop.
