

Field Reports
The Jahalin communities suffer from near-daily harassment and threats aimed at driving them out of the area where they have lived for decades.
The incidents include the expulsion of shepherds from their traditional grazing areas — including public lands where they are legally permitted to graze — as well as additional methods of disrupting daily life: threats, stone-throwing, blinding the windows of shacks at night with powerful lights, entering the communities, spraying “Revenge” graffiti on Bedouin shacks, damaging solar panels used for electricity, noise disturbances with loudspeakers, and even theft of herds, hay, and water.
These actions are carried out by youths from nearby outposts and by armed patrols deployed to the area.
The list below is extremely partial and presents only a small number of incidents as reported in real time by the Bedouin communities and, in some cases, by our volunteers who rushed to protect them, as well as through photos and videos.

כ- 700 עיזים וכבשים נגבנו באיזור סינג'יל בהם כ 200 ראשי צאן השייכים למשפחה מחת'רורה ורעו באיזור המרוחק לאור רדיפת הרועים מאנשי חוות אביעד. אנשי חווה המרוחקת מאיזור המרעה, צור לבבי, הגיעו עם אנשי צבא בתואנה שהעדרים נגבנו מהם. כח הצבא שיתף פעולה כמעט ללא בדיקה וליווה את אנשי החוות כשלקחו את העדרים לחווה. שם, במהלך אותו היום הגיעו רכבים רבים עם עגלות שהעמיסו את הכבשים ופיזרו אותם לכל רוח. רק למחרת בעל העדר הורשה, לאחר שעות המתנה, לתת עדות במשטרת בנימין ולאחר מעורבות עורך דין. הטענה של הבדואים שראשי הצאן מסומנים בסימון של השבט לא נבדקה ברצינות, לא איכנו טלפונים, לא החרימו טלפונים לראות סרטונים המתעדים את העדרים ברשותו של איזה צד, לא נבדקו אנשים בפוליגרף בטענה צולבת על בעלות, ואף העובדה שאין מקום בחוות צור לבבי ל 700 ראשי צאן ובשעות לאחר החמרת העדר נעשו מאמצי על לפזר במהירות את העדר בכל הגדה, לא סדקה את הגיבוי שאנשי החווה קיבלו מהצבא ובהמשך מהמשטרה. בקשות חוזרות להשאיר את העדרים במקום ניטראלי עם שמירה כדי שלא יעלימו אותם עד שטענות הבעלות יתבררו נענו בתשובה – למשטרה אין יכולת לשמור על עדר.

Umm Khamis, an elderly woman with a high status in the tribe, went out to graze the sheep. Two young men from a nearby farm came to meet her, and as they stood next to her, one of the two pulled down his pants and exposed his penis. The act is serious in any cultural community, and especially serious in a Bedouin community whose culture is extremely conservative.

They are preventing the Bedouins from grazing outside the boundaries of their huts, on land they have been grazing for decades, and which is privately owned by Palestinians. Security vehicles from the Kfar Adumim settlement are called out by the farm workers and occasionally join the threats against those who have not gone out to graze.

During the month of March 2026, dozens of incidents occurred throughout the sector by settlers of Jewish farms and outposts against the Jahalin communities that have lived permanently in the area for decades, including a threatening presence, expulsion of shepherds from areas where the Bedouins have always grazed and where grazing is not prohibited, intrusion into private areas and photography inside homes, threats and harassment, damage to water lines, blinding the windows of huts and playing loud music in the middle of the night, throwing animal carcasses into huts, as well as theft of animals and property. Of these, 10 criminal incidents were recorded for which an official complaint was filed with the police or the army. Their description and documentation can be viewed on the Friends of the Jahalin website (under reports from the field). The remaining incidents were not recorded due to the lack of photographs or due to the fact that they did not reach the threshold that justifies a complaint - "only" harassment, curses and harassment.
The attackers are dozens of young people living on farms built in the past year near the Jahalin communities and who openly declare their intention to make life miserable for the Bedouins who have lived there for decades so that they will abandon their place of residence and livelihood. They do not shy away from harming innocent people and imposing daily terror on a population that is trying to live peacefully with its environment. They do not hesitate to beat children, women and the elderly, sometimes to the point of causing bodily harm that requires hospitalization.

Beyond the fact that these acts of a minority (although not insignificant) are a wound to human values, beyond the fact that the acts do not remain within the borders of Judea and Samaria but rather degrade our people into a moral abyss that also affects the interior, these acts harm security, since for decades the Bedouin communities lived alongside the Jewish settlement with almost no unusual incidents. Brutal attacks by the farms arouse anger, frustration and extremism, and within a year they ignited the previously peaceful area with violence, live fire by the farm people (in three cases), arrests and the need for the involvement of security forces that are needed in other places. Friends of the Jahalin activists are on the ground, giving the communities the feeling that they are not alone, thereby providing great security, and forming a liaison with the security forces to put down the flames and try to maintain peace.

A young man from a nearby farm entered the community of La Nahla with his herd. He tied his donkey inside the community and declared that the Bedouins were illegal and therefore he could not gain a border.

Activists in the area called the police, but the operator refused to send a car. Later, the young man from the farm called the police, claiming that the activists were driving his herd out of the community. When the police arrived, he refused to leave. He was detained for questioning with a warning and was forbidden to approach the community.

An elderly Bedouin woman who had gone out to graze her sheep in the open was attacked by three young Jews. They robbed her of money, an ID card, and stole a donkey and a goat. Volunteer activists who were present in the area with a guard followed the young men to the Kfar Adumim gas station.

With the rapid intervention of the police, the young men were identified on the spot with the animals. At first they denied and claimed that the animals were theirs, but later they confessed, and under pressure from their parents they returned the donkey, and apologized to the Bedouins who decided not to file a complaint about it. The goat ran away, and if it is not found, the parents will pay its value. The young men deny that they stole money, and this is under police investigation.

In the incident of 13.3.26, after confronting the Bedouins near the community's huts, the young men from the farm began leading the Bedouin herd towards the farm in an attempt to steal it. The Bedouins were alerted and managed to drive the young men from the farm away, not violently.
The incident of 15.3.26 was similar but with more people and more violence: the Bedouin herd was grazing 50 meters from the community's houses, on the opposite side of the Jewish farm - in the open area and far from the border of Kfar Adumim. The young men from the farm went down to confront the Bedouins on foot and with a Ranger vehicle, pushing, shouting, cursing (you stinking Arab, etc.), and waving their hands. Threats that they are not allowed to leave the community with the goats, that they will burn them all tonight, that they will make sure that they will not have goats or houses, because all their land, and so on and so forth - everything is 10 meters from the community barracks.

Bedouin shepherds from the community went out to graze their flocks in the Good Samaritan area - an open desert area where they have been grazing for decades, and far from Jewish farms or settlements. Young men from the Aviad farm with the farm manager arrived armed on an ATV and stopped the shepherds. They called for soldiers who arrested one of the Bedouins. The Bedouins describe violence throughout the incident. In the commotion, the farm workers tried to direct the Bedouin herd towards the farm, but Bedouin residents from the community arrived, prevented this, and returned the herd to the community.

The detainee was released after 4 hours without charge. Friends of the Jahalin appealed to the battalion commander and the divisional brigade commander in protest against the prevention of illegal grazing and baseless arrest.

Young men from a nearby farm came down with their herd near the community area and prevented the Bedouin's flock from passing. The Bedouin called the police, the police arrived and ordered the Bedouins to return to their homes, claiming that "the neighbors were on a trip." The Bedouins returned and prepared for the iftar meal at the end of the Ramadan fast, and two boys (the same "trippers" from earlier) invaded one of the houses, spilled the food prepared for the meal, and broke windows. The Bedouins tried to repel the invaders while they were in the line of their houses. The young men from the farm called the army and the police, claiming that they had been attacked.

Police and regional defense forces arrived, detained a 12-year-old boy for allegedly throwing stones at the youths, and then released him.

Soldiers from the nearby base in civilian clothes arrived at the community and tried to take a herd of goats, claiming that they were grazing in an area where they were not allowed and were approaching the base. According to community members, they had been grazing in the normal areas for years and were not close to the base. The shepherd, a 16-year-old boy who was with the herd, was beaten. Since the soldiers were on civilians, a message was passed among the community members that the farm people were invading the community and trying to steal goats (an incident that happened more than once in our sector). The Bedouins were called to protect the herd and a confrontation ensued, including stone throwing - which was joined by armed men from the farm. 3 Bedouins were arrested, including a mother and son with Israeli ID cards.

Two boys from the Hatrourah community were standing near the road and were attacked with stones by two young men from a nearby farm. A confrontation ensued, during which the young men sprayed tear gas at the Bedouins from point-blank range.

One of the Bedouins was taken to hospital for treatment. The police were called. The two Bedouins who were attacked were arrested the next day on suspicion of throwing stones. The young Jews were not arrested or questioned.

At 01:30 at night, two young men, apparently from the nearby farm (young men with wigs were seen on a security camera) entered one of the huts in the community where volunteers for the Protective Presence were sleeping. Three cell phones were stolen and at the same time their vehicle parked in the community was air-conditioned. An attempt to locate the cell phones with a Track Me app failed - apparently because the SIM card was removed and the cell phone was disconnected.

On Saturday night, three masked young men in military uniforms arrived at the western cluster of houses of the community and entered a house where three young boys from the tribe (ages 13, 15, 16) were sleeping. They pulled them out and took them to a nearby house, strangled them and beat them all over their bodies. They threatened the Bedouin boys and forbade them from taking pictures. There is only a video taken from a distance in which the young men are seen arriving at the scene.

The police explained to the Bedouin volunteer that Jews were allowed to roam the community as long as they did not act violently. One of the young men from the farm repeatedly pushed the volunteer. A police officer responded to a call to the police that the volunteer was the one looking for a fight. Soldiers who arrived at the scene spoke disparagingly to the Bedouins and the volunteer and refused to help. Once again, the Bedouin herd did not go out to pasture.

Like almost every day in the past month, young men from the Aviad farm arrived and prevented the Bedouins from taking their herds out to pasture.
The young men stood in front of them and did not let them pass. The Israeli men did not enter the camp this time, but they did not allow the herd to leave the camp, blocking it with their bodies and with vehicles and a tractor.
They also flew a drone over the area. They were there all day from 5:00 AM to 4:00 PM. At about 3:00 PM, the army and police arrived and went to talk to the Israelis but did not say a word to the Bedouins. The Bedouins are very afraid because, as in previous cases, these young men from the farm are ready to resort to violence, there is documentation of all the events.

A serious escalation in the harassment of Bedouins. In the afternoon, young men from the farm tried to enter the Bedouin community with a herd in an attempt to mix the herds (a well-known method in Judea and Samaria to condemn Bedouin flocks). The Bedouins tried to prevent them from entering and mixing the herds, and this was right next to the houses of the Bedouin community. This created a crowd and eventually a fight between the parties. At one point, a vehicle arrived and 3-4 people got out of it and opened fire, hitting three of the Bedouins - a father and his two sons. The father was heading to Shaare Tzedek with a gunshot wound to the thigh, his son was heading to Mount Scopus with a moderately lacerated liver, and another wounded man was heading to Ramallah.
According to the Bedouin residents, the shooters chased them, shooting and even prevented assistance to the wounded.
Since the farm was established several months earlier, its residents have been preventing the Bedouins from going down to the pasture that was permitted to them by the Nature and Parks Authority and upheld by the High Court of Justice. In recent weeks, the community has experienced Repeated harassment and attacks, after decades of coexistence and complete silence between them and their Jewish neighbors in Anatot, who even vigorously opposed the establishment of the farm that harms the fabric of life (but the council moved forward without considering the residents' opinions). A few weeks before this incident, one of the farm workers was recorded shooting at the Bedouins during an attempt by the farm workers to expel the shepherds from their traditional grazing area.

The police have opened an investigation and collected testimonies from the Bedouins. As of this writing, no one has been arrested.

At 9:00 PM, two residents of "Havat Re'im" burst onto the community grounds on a Ranger ATV and drove wildly around the huts, kicking up dust and throwing rocks at them. These incidents repeat themselves almost every night. When one of the older residents went out to ask them to stop, they fired live ammunition, without any danger to themselves and there was about 30 meters between the Bedouin resident and the young people on the farm. The police questioned the shooter and he claimed that the shooting was in "self-defense" because stones and rocks were thrown at them. A video taken from inside one of the houses proves that at no point did the shooters make contact with the residents, and no stones were thrown.

People from Aviad Farm - deploy around the Bedouin community to prevent the community's herd from going out to graze. This is done on a daily basis. If they still try to go out to graze, the farm people attack them and then call the army with the empty claim that stones were thrown at them. The army arrests the Bedouins even though there is no documentation and although they are usually released without guilt after a short time, the effect is taking its toll. This is how they terrorize them so that they do not dare to challenge and go out to graze. This is an economic suffocation for the families who currently depend on grazing for a living. Especially since every such arrest, even if it is false, leads to the denial of a work permit without the possibility of appeal. It brings the community to a standstill and this is apparently the purpose of the farm's operation. Not a security interest nor a humanitarian one.
The actions of the farm people are illegal - certainly not within the authority of citizens to carry out such policing, regardless of the fact that there is no law preventing the Bedouins from grazing in the public open space of the desert.

They prevented the Bedouin herd from leaving for pasture and beat one of the residents. The Bedouins called the police, who did not arrive. On the other hand, soldiers arrived (without an interpreter) and the young men who attacked pointed to one of the Bedouins who threw stones. Again without any documentation and within the Bedouin community. The soldiers, who were without an interpreter and did not ask the Bedouins at all what had happened, arrested one of the Bedouin community members.

The water pipes that supply water to the small communities have been cut again in several places, which has become a routine of harassment that occurs once or twice a day. This always happens around the time young men from the nearby farm pass by the pipe (they go there with the herds twice a day), and once a hill boy was seen damaging the pipe and was filmed running away. The expense of dozens of repairmen per month is significant for the poor communities, in addition to the frustration and anger that it causes. There is no water in the communities for several hours a day until they go to repair it, an operation that takes time and effort. A lot of water spills onto the ground until the cut is detected again and someone is free to walk along the long pipe to locate the damage.

The pipeline was repaired again in the places where it was cut, a second complaint was filed with the police, and a report was made to the army and the Civil Administration with a repeated request to deal with the young farm boys who were sabotaging the infrastructure and/or to bury the pipeline in the ground (a request that was previously refused by the army and the Civil Administration).

Shepherds from the Hatrura community went out to a pasture located south of their settlement where they have been grazing their flocks for decades. The area is open in the desert, on public land, and is not close to any settlement or Jewish outpost. People from the adjacent farm arrived on an ATV, blocked their path with threats, prevented passage, and called in the army.

Volunteers in the presence of a guard arrived at the scene and separated the Bedouins from the hilltop youth. The soldiers who arrived "clasped" the hilltop youth and drove the shepherds away in harsh language, telling them that the area was forbidden for Bedouin grazing (only Jews), even though there was no such law or order. After we got the senior commanders involved, an officer arrived at the scene and admitted that there was no prohibition on grazing in the area in question. However, the Bedouins were forced to return the goats to the pen on an empty stomach.

Three Bedouin boys from the community went for a walk on a hill near the community, a few hundred meters away. One of the adult farm workers aggressively chased them away while taking pictures and shouting "Why did you throw stones?" and called the army, who arrested all three of them (handcuffed, covered their eyes with flannel, and confiscated their cell phones).
According to their testimony, the boys did not throw stones. It should be noted that they are already afraid of the armed farm workers who terrorize them, and it is indeed unlikely that such an incident occurred - especially since there was no documentation or proof. On the other hand, violent expulsion is a common phenomenon when community residents try to move away from their huts, and the farm workers violently prevent them from doing so.

An attempt was made to speak with military representatives and ask them to make arrests only in cases where there is documentation or proof of stone throwing.

Another incident that has become a daily routine: Shepherds from the "R'eiim Farm" above Khan al-Ahmar led their sheep to the community's territory. When there is hay from the Bedouins themselves, they feed the sheep from the farm with it – and when there is none, the farm people bring their own sack of hay so that the sheep can eat in the community's territory.
When the Bedouins ask them to feed the sheep in their pen, they reply that "the whole territory is ours, including your houses, and we will soon expel you."

The police response is that there is no legal way to prevent the farm workers from roaming the public area of the Bedouin community (this is despite the Bedouin demanding that they not even approach the farm area, and all desert areas are closed to their grazing).

Two boys from the farm armed with clubs and knives entered the Bedouin community area and confronted four adult Bedouins sitting in a tent. They threatened, cursed, and used violent and vulgar language while approaching within inches of the Bedouins. The Bedouins did not react, but instead filmed the incident.

The videos were passed on to the army and the police, who promised to come to the farm and treat the boys whose faces are clearly visible in the footage. No report was received that this happened or that anything was done to the boys.

At 05:00, about 150 Border Police officers who arrived in three buses raided the community's barracks. They collected phones and IDs, and conducted a search of the barracks that included breaking cabinets, scattering their contents, tearing open food and fodder bags, and spilling yogurt jars. Two residents did not have their IDs returned, and cash (about 3,000 NIS) was stolen from one. Nothing was found in the raid, and no one was arrested.
After the fact, and in response to a press request, a police spokesman said that the forces conducted searches following shooting incidents in the area. However, the Jahalin volunteers who live in the area are only aware of one and only one shooting incident in the past year in the area, which was also documented: a Jewish resident of one of the farms near Highway 437 fired at Bedouins who were far away and unarmed.

Two young men from a nearby farm passed by the community houses with their herd. According to the testimonies, they harassed a 12-year-old boy, and when he ran away, they chased him into the community.
Later, they called the Mitzpe Jericho security department and claimed that they had been attacked by the Bedouins. They did not present any documentation or proof of this. The Bedouin videos, however, indicate otherwise.

The soldiers of the Hagamr and the security department, and later soldiers, arrested all members of the community aged ten and over – 12 residents – without any specific suspicion of any of them, stripped them down to their underwear and confiscated their phones. After about two hours, two children were released, while the adults were transported, naked and bound, in a tourist truck from one of the farms to the base near Jericho. Beatings and cursing were also reported.
After two hours at the base near Jericho and reviewing the videos, while still naked, bound and blindfolded, the Bedouins were released in the dead of night outside the base.
None of the attackers were arrested or interrogated.

The constant harassment and attacks have taken their toll on the small Ta'al community that has lived for decades west of Mitzpe Jericho and whose homes are protected from demolition by a Getz order. Damage to the water pipes, the prevention of grazing, repeated invasion of their living area, the throwing of stones, blinding and harassment at night have caused a feeling of anxiety and lack of protection. The community has no happy place to move to, but uncertainty about the unknown is better for them than a life of constant fear.

Sabotage occurred in several places along the community's water pipeline. In one place, a T-connector with water from a Bedouin pipe was inserted into one of the new Jewish outposts.

In light of the repeated damage to the pipeline, the friends of Jahalin approached the army and asked for permission to bury the water pipeline in the ground.
The request was denied. The community members replaced the pipe but were afraid to dismantle the water theft connector. The Civil Administration said it would send a team to examine and dismantle it. No one came.

Due to the closure of the usual grazing areas, residents of a hut in the tribal area took their sheep to a distant pasture. Young men from a nearby outpost came to the hut and demanded that it be demolished, claiming that it was empty.

The community members unloaded the hay before the water crossing in an open public area, with the intention of collecting it with a pickup truck that could cross the crossing.
